BRUNEI DARUSSALAM GOVERNMENT SCHOLARSHIPS TO FOREIGN STUDENTS
TENABLE IN BRUNEI DARUSSALAM FOR THE 2009/2010 ACADEMIC SESSION

With His Majesty’s consent, the Government of Brunei Darussalam is offering annual scholarships under a special scholarship award scheme, commencing in 2009/2010 academic session.

Tenable in Brunei Darussalam, the aim of the Scholarship awards is to provide students, with the opportunity to study at Universiti Brunei Darussalam [UBD], Universiti Islam Sultan Sharif Ali [UNISSA], Institut Teknologi Brunei [ITB] and Pengiran Anak Puteri Rashidah Sa’adatul Bolkiah College of Nursing [PAPRSBCN]. The academic year for UBD, UNISSA, ITB and PAPRSBCN commences in July / August 2009.

1. TENURE OF SCHOLARSHIP
1.1 The Scholarship award is normally tenable according to the duration of the specific programme which is four years for an Honours First degree or one to two years for a Master’s degree programme at UBD and UNISSA, two and a half years for HND at ITB and three and a half years for Diploma in Nursing at PAPRSBCN on full-time basis.

1.2 The Scholarship award is subject to the scholar maintaining satisfactory conduct and satisfactory progress in the scholar`s studies (this requires the scholar to maintain an active registration status by passing the prescribed semester examinations and obtaining the minimum course credit units).

2. TERMS OF AWARD
THE SCHOLARSHIP COVERS:
2.1 Tuition fees.

2.2 Air-tickets by economy class for which the scholar will only be provided on the following occasions:
2.2.1 from the scholar’s home country to Brunei Darussalam at the commencement of the programme;
2.2.2 from Brunei Darussalam to the scholar’s home country after the completion of the programme.

2.3 Free medical and dental treatment at any Government hospital subject to conditions stipulated by the Ministry of Health. However there will be administrative charges for every consultation (currently at B$3.00), admission to class A1, A2 and A3 wards and charges for certain dental treatment as stated in the schedule 1 Dental Treatment issued by the Ministry of Health.

2.4 Other allowances payable will include:
2.4.1 Monthly personal allowance of B$500.00.
2.4.2 Annual Book Allowance of B$600.00.
2.4.3 Baggage Allowance maximum of B$250.00 to ASEAN and $500.00 to non ASEAN region.
2.4.4 Clothing allowances for PAPRSBCN students.

2.5 The scholar is required to sign an agreement with the Brunei Darussalam Government to complete the course of study, failing which he/she will be liable to refund to the Brunei Darussalam Government all expenditures that have been extended on him / her.

3. ELIGIBILITY
Applicants must be citizens of ASEAN, OIC, Commonwealth Member Countries and others and must be between the ages of 18 – 25 at the commencement of the academic session for which they are applying for admission. However, under exceptional case, the age limit requirement may be waived for candidates who
are applying for Masters Programmes at UBD. Brunei Citizens are not eligible to apply.

5. MINIMUM ENTRY QUALIFICATIONS
To be considered for the award of Brunei Darussalam Government Scholarships, applicants must satisfy the entry requirements set by the following institutions :

5.1 FOR ADMISSION TO UBD
5.1.1 Applicants for admission to first degree programmes must satisfy the following minimum entry requirements:-

At least Credit Passes in five GCE Ordinary Level subjects, and at least three Advanced Level passes all at grade C or better or equivalent qualifications relevant to the degree programme applied for (obtained
within the last two years),
AND
For English Medium programmes, at least a credit 6 in English Language at GCE Ordinary Level examination or the equivalent (e.g. a score of 550 and above in the TOEFL examination or an average score of 6.5 and above in the British Council I.E.L.T.S. obtained within the last two years);

For Malay-Medium programmes, at least a credit 6 in Malay Language at GCE Ordinary Level examination or an equivalent qualification in Malay Language recognised by the University Senate.

For Bilingual programmes, at least a credit 6 in Malay Language and at least a pass in English Language at GCE Ordinary Level examination or the equivalent recognised by the University Senate.

5.1.2 Applicants for the Master’s degree programme must hold a Bachelor’s Degree (normally at least Second Class Honours) in the relevant discipline, where applicable, from a recognised institution or any equivalent qualification accepted by the University Senate and for English Medium programmes at least a Credit 6 in English Language at GCE Ordinary Level examination or the equivalent (e.g. a score of 550 and above in the TOEFL examination or an average score 6.5 and above in the British Council I.E.L.T.S. obtained within the last two years).

5.2 FOR ADMISSION TO UNISSA

5.2.1 Applicants for admission to first degree programmes must satisfy the following minimum entry requirements:-

For Arabic-Medium degree programme must have obtained the High School Certificate of Religious Education or its equivalent with an average grade of ‘jayyid jiddan (very good)’.

For English-Medium degree programme must have obtained 3 GCE ‘A’ level passes in English medium subjects at grade C or better (obtained within the last two years); and at least a credit 6 in English Language at
GCE Ordinary Level or grade C in IGCSE English (as a First Language) or an IELTS an average score of 6.5 or TOEFL minimum overall score of 550.

For a degree programme which has a major or a minor component in English-Medium, must have obtained GCE ‘O’ level passes in Mathematics.

The University may require applicants applying for admission to Arabic-Medium degree programme to sit and pass an Arabic Language Test.

Applicants may be required to sit and pass a University Entrace Test.

5.2.2 Applicants for the Master’s degree programme must hold a Bachelor’sDegree (normally at least Second Class Honours) or ‘jayyid’ in the relevant discipline. Evidence of adequate training and ability to undertake the programme must also be submitted.

The University may require applicants to sit and pass an Arabic Language Test.

The programmes can be undertaken either by research or coursework and dissertation.

The Masters programmes by coursework and dissertation will only be offered if there are at least five (5) candidates registered for each of the programmes.

5.2.3 Applicants for PhD programmes is normally a relevant Master’s degree or its equivalent from institutions recognized by the University. Evidence of adequate training and ability to undertake the programme must also
be submitted.

5.3 FOR ADMISSION TO ITB

5.3.1 At least Credit Passes in four GCE Ordinary Level subjects which must include Mathematics and one GCE Advanced Level (obtained within the last two years) or its equivalent relevant to the programme
applied for;

OR

a BTEC National Diploma or its equivalent in subjects relevant to the programme applied for; and

5.3.2 applicants must obtain at least a Credit Pass in English Language at GCE Ordinary Level examination or an average score of 6.0 and above in the British Council I.E.L.T.S. obtained within the last two years.

5.4 FOR ADMISSION TO PAPRSBCN
5.4.1 At least Credit Passes in five GCE Ordinary level obtained within the last two years. These should include:
? English or IELTS with an average score of 6.5
? Mathematics
? Two of the following subjects namely Biology, Physics or Chemistry.
? Another English subject

OR

other qualifications which are deemed to be equivalent by the College.

6. OTHER CONDITIONS OF THE AWARD
6.1 No marriage allowance or child allowance is payable to the scholar;
6.2 No accommodation is provided for any accompanying spouse or children;
6.3 The scholarship may not be held concurrently with any other award without the prior approval of the Government of Brunei Darussalam and the awarding body;
6.4 The scholar may not undertake paid employment during the award or serve on the staff of their country’s representative in Brunei Darussalam;
6.5 The Government of Brunei Darussalam will not be responsible for securing employment for the scholar after graduation;
6.6 An applicant may be required to appear for an interview at such place(s) as may be determined by the institutions offering the programmes, and to sit a written examination to asses his / her proficiency in the English Language / Malay Language / Arabic Language (where applicable);
6.7 To abide with the rules and regulations of each individual Institution;
6.8 Successful applicants are required to undergo medical examination in Brunei Darussalam;
6.9 The Government of Brunei Darussalam reserves the right to terminate the scholarship as recommended by the institutions as they found it deemed to be justifiable;
6.10 Upon completion of the course, graduates are required to return to their home country with immediate effect;
6.11 Successful applicants are recommended / advised to acquire travel and health insurance cover (24 hours cover) at their own expense for the whole duration of their stay here in Brunei Darussalam;
6.12 Successful applicants should get a security clearance from their National Security Agency / Police (clear from civil and criminal record);
6.13 Successful applicants are responsible to deposit an amount of money as determined and required by the Immigration Department of Brunei Darussalam before a student pass can be issued upon reporting for enrolment at the offering institution.

7. HEALTH
Successful applicant are required to submit a Certificate of Medical Fitness from a registered medical practitioner to the Scholarships Section at the address given in paragraph 9. An award will only be confirmed / granted upon producing certificate of medical fitness. All charges for medical expenses to be borne by the applicant concerned.

8. VISA AND TRAVEL ARRANGEMENTS
The successful applicant should have a valid travel document (passport) with a valid visa to travel to Brunei Darussalam. Air ticket will be arranged accordingly and collection will normally be arranged through an appointed travel agent in the applicant’s home country.

11. APPLICATION AND CLOSING DATE
11.1 Completed application forms, together with certified copies of relevant certificates and documents, must be returned to the Scholarships Section not later than 28 February 2009.

11.2 The awarding body reserves the right to reject any applicant.
11.3 No award will be made if there is no applicant of sufficient merit.
